Parveen Shakir was born on November 24, 1952 in Karachi. During her studies, she continued to participate in debates and lectures. Along with this, she continued to participate in various academic literary programs of Radio Pakistan. He received his MA in English Literature and Linguistics from University of Karachi. Parveen Shakir was involved in the teaching and learning sector as a teacher and later took up government employment. Be associated with teaching department for nine years before starting government service. Then in 1986 started serving as Second Secretary in Customs Department, CBR Islamabad. In 1990, he studied at Trinity College, USA and in 1991, he received his Master's degree in Public Administration from Howard University.
In poetry, he was mentored by Ahmad Nadeem Qasmi Sahib. Most of his words were published in his magazine Fanoon. The theme of Parveen Shakir's poetry is love and woman. In 1977, his first collection of poems "Khusbu" was published. This collection was exceptionally well received and Parveen Shakir became one of the foremost poets of Urdu. After Khushbu, several more collections of Parveen Shakir's poetry were published, "Sadbarg", "Khudkalami" and "Ankar". During his lifetime, the collection of his poetry "Mah-e-Tama" was also published, while his last collection of poetry "Kaf-e-Aina" was published after his death.
Parveen Shakir has received many honors including the Adamji Literary Award for his collection of poems "Khushbu", the Hijra Award for Academic Literature for "Khud Kalami" and the Government of Pakistan's Presidential Medal for Excellence.
On the morning of December 26, 1994, Parveen Shakir was on her way to her office in Islamabad when her car collided with a speeding bus coming from the front at Zafar Chowk in Islamabad. As a result of this accident, Parveen Shakir was seriously injured, she was immediately rushed to the hospital where she met her real creator while succumbing to her injuries. Parveen Shakir is buried in Islamabad Central Cemetery.
